Rinse rice under cold water until water runs mostly clear, then drain well.
In a saucepan, melt butter over medium heat. Add olive oil if using.
Add minced garlic and cook for about 1 minute until fragrant, not browned.
Add the rinsed rice and stir for 1 to 2 minutes to coat the grains.
Pour in vegetable broth or water and add salt and black pepper.
Bring to a gentle boil, then reduce heat to low and cover with a lid.
Let the rice simmer undisturbed for about 15 minutes until liquid is absorbed.
Turn off heat and let it rest covered for 5 minutes.
Fluff gently with a fork and stir in chopped parsley if desired before serving.
