Slice cucumbers thinly (about 1/8 inch thick). Place in a colander, sprinkle with salt, toss, and let sit for 10 minutes to draw out moisture.
In a small bowl, whisk together rice vinegar, soy sauce, peanut butter, lime juice, lime zest, honey, sesame oil, garlic, and red pepper flakes until smooth. Add a teaspoon of warm water if too thick.
After 10 minutes, gently squeeze cucumber slices to remove excess liquid. Transfer to a serving bowl.
Pour dressing over cucumbers and toss gently to coat.
Garnish with crushed peanuts and chopped cilantro or mint. Serve immediately or refrigerate for 30 minutes to meld flavors.
